If they're going to spend money to change Grand Army Plaza, then they should do it right. The entire space should be a pedestrian stone that connects the BBG, BMA, BPL, Prospect Park, and the adjoining neighborhoods.

The way to do that is sink the streets entirely below the current ground level then roof it over with plaza.

Barring that, the next best thing is to sink the streets 4-5 feet (using the same tracks they're on now), then elevate the surrounding ground level a further 5 feet and roof it over. Not quite the same effect, but it could still be dramatic.

If money is a problem, make kicking in $1 billion a condition for approval of Ratner's Atlantic Yards project. He'd probably pay it.

Pedestrian walkway? Sink the streets? You've got to be kidding. Remember, the subway runs under there. Also, the length of time such a project would take, as well as the cost, would definitely make such a project not worth it.
